Anyone can give any politician money if and only if:1. The amount does not exceed allowable statutes (something like 5,000 for individuals, 25,000 for groups)2. the donor and amount are disclosed to the public3. numerous other restrictions, but the big ones are covered above.

Seems like I recall a prohibition of funding for presidential campaigns from abroad. I could be wrong, though.

Foreign nationals are supposed to be barred from making contributions under the campaign finance laws. Whether that's a universal thing or if there are exceptions for people with certain visas / etc, I don't know.Of course instead you could just do like George Soros and create a few dozen 527s

I think the frakas about Chinese donations was that they were being funnelled through a third party so as to avoid public disclosure. Whether Clinton was also a victim of the attempted-fraud I do not recall. He might have been because few politicians would readily accept contributions from foreigners so as to avoid the appearance of impropriety.
