This may sound like a n00b question, but I'm new at buying car. Is proof of insurance required when you transferring the title at the DMV?

not when transferring it, but you will need it when you actually go to purchace your tags for the vehicle.

the only "proof" i've had to give dmv is the policy number. just call your insurance company and tell them you are purchasing a vehicle and would like to add it to your policy. they will ask you for the vehicle identification number (VIN) along with year, make, and model so have it ready. they will most likely want to see the car also but tell them you will bring it to them after you get it registered and tagged.

yes the policy number that includes the vehicle should be enough. the only time you really ever need a DL-123 or whatever is with the drivers license division, not with a license tag agency.

it works the same way with out-of-state title, right? I just take the notirized title to DMV, and they'll give me a new title?

be prepared to cough up the money for the title transfer and highway use tax. the transfer fee just went up, and I can't remember the percentage on the tax. I'm sure somebody here knows

do they based the tax on the amount you paid for the car, or they already pre-determined the amount?

IIRC, highway use tax is 3% of the vehicles taxable value.
