I cannot get my windows to start up in order to repair this file. I tried using the original CD to repair it but it will not read the CD. Any help will be greatly appreciated. Thanks.

Intead of being an idiot and suggestion and operating system that may or may not offer anything to the user. Why not try to pull your ass out of the fucking penguins ass and make a decent suggestion.

What is the original CD you are trying to repair it with, what is the make and model of computer?

I cannot reboot into safe mode

I cannot get a command prompt to delete and replace said file with the one on the CD

I think my hardrive is screwed and I may have to get another one b/c Ive ran some test on it and is says error message whenever I runt the read and verify tests. And the windows recovery CD says it does not detect a hardrive...

Dont mind buying a new one buy slightly annoyed sense Ive lost all of my data, music and movies that Ive had stored on there...I think I may try to recover from it once I get a new one...which will be a while :-(
