The one thing you always hear about the Bush team's policy is that they value loyalty above anything else. IOW, they try as much as possible to staff every position with yes-men.This was obviously the cause of the Iraq intelligence abomination, and this was a factor in the katrina fiasco.

There is somewhat of a difference between hiring qualified cronies and unqualified cronies.Robert Kennedy was certainly qualified. Hillary Clinton (as far as I know) wasn't hired, but rather put in charge of pushing some of Clinton's agenda. I don't care if Bush's campaign/PR/thugs/first lady are his cronies.
