^yep, that should be pretty close. washer goes against the outer bearing to preload.

hang a fish scale on one of the wheel studs and pull on it while tightening the outer nut. You want between 3 and 5 lbs of preload showing on the fish scale.

tighten until the wheel turns freely, but there is no side to side play. maybe a 1/4 turn more, if that.
