The letter itself is definitely real, as in it was an actual thing that was sent to the daycare. Until a penalty actually has been enforced then it isn't a real rule.It says players should stand. It doesn't say they must stand. That kind of language matters.

Sounds like the punishment clause of said policy is new, and maybe they haven't decided on enforcement yet. Maybe they'll scrap it in favor of an actual rule. We'll see. Either way if it was a just a suggestion they wouldn't have added punishments...unless you guys are arguing they don't have the legal capacity to enforce those punishments.
