He benefits the most of any player from the NBA's complete disregard for the basic rules of ballhandling. Half of his moves wouldn't fly in any other league or in previous iterations of the NBA.

^^,^^^ i have a lot more issue with the lack of carrying enforcement in the nba than with the advent of the gather step (which when enforced correctly i have absolutely no problem with.) Of course Irving has crazy handles when he's allowed to put his hand under the ball and move it around before dribbling again. Almost every behind the back dribble he does should be called a carry and many of his crossovers. Exploiting the gather step takes incredible skill, exploiting NBA refs not calling blatant carries is the opposite of skill.
