The major difference is that the radicals would not be supported/tolerated by any meaningful proportion of the population.Also, there was terrorist activity in Iraq prior to 9/11, the second Iraq war, etc. However, there was less terrorist activity than nearly every country in the region, particularly if you exclude the semi-autonomous no-fly zones. Syria, Iran, Saudi Arabia, Palestine, Afghanistan, Pakistan, Lebanon all had far more terrorist activity than Iraq.
