For reference, a typical commercial power reactor, several times the size of the one in the video, runs continually on the order of 1GW. [WORDS]Quick explanation of what is going on for those that are curious: "criticality" of a nuclear reactor refers to a condition where the production of neutrons due to fission equals that being lost via absorption, leakage, etc., and is generally the steady-state operating regime. There are two states of neutron release: prompt and delayed. Prompt neutrons are released immediately as a nucleus fissions, for example U-235, and delayed neutrons are released as a result of the decay or fission of the daughter nuclei and are produced anywhere from microseconds to several minutes after the original event. Your typical commercial and research reactors, such as the one in the video, are designed such that they are just sub-critical with respect to prompt generation and become critical as the delayed neutrons are added in. This creates an effective delay time in reactor response that allows operators to make adjustments to the control rods, which absorb neutrons and decrease reactivity, to keep the chain reaction steady and safe; it's pretty much the phenomenon that nuclear power is predicated on. What you're seeing in the video is a "pulse" operation, where the reactor is allowed to go prompt-critical VERY briefly. They do this essentially by bringing the reactor delayed-critical at a low power and carefully configuring the control rods, then using pneumatics to yank one out and back in such that the core suddenly goes prompt-critical (like a bomb) and is quickly SCRAM'd. Though it wouldn't quite happen this way due to phenomena like Doppler broadening, void fraction increase due to boiling and other negative reactivity additions, if that level of power were maintained for even a second the entire core structure would likely fail and they'd have quite a mess on their hands. The blue light you're seeing is called Cherenkov radiation and is a by-product of all water-moderated reactors; that's another paragraph for another day but basically it's the frequency of light produced when electrons flying around exceed the phase velocity of light in water, roughly akin to an electromagnetic sonic boom. Factoid: NCSU's PULSTAR reactor was designed as a pulsing reactor, though we're no longer licensed for it. Yes, it glows blue. What I particularly liked about the Sandia video is a few seconds after the pulse you can see all the bubbles rising to the surface of the pool. 7 milliseconds of power created enough heat in those rods to boil the water around it.
