Allegations of racially discriminatory practices at a downtown Raleigh bar are nothing new to the man who allegedly put a 21-year-old black patron in a headlock and removed him from the bar last weekend.

Todd Chriscoe, general manager of The Downtown Sports Bar and Grill on Glenwood Avenue, was the subject of a 2001 WRAL Investigates story, which looked into membership and dress code policies at a private Raleigh club on West Street.

At the time, Chriscoe co-owned The Office, which billed itself as an upscale dance club with a strict dress code policy. One thing expressly prohibited by the club: FUBU clothing, a fashion line targeted primarily to African Americans.

Four months after The Office opened, WRAL Investigates sent one white couple and one black couple, both wearing identical outfits, to try to get into the club, which closed in 2009.

The white couple, who said they didn't have a membership, were admitted and told by the doorman that they could get a membership inside the door. The black couple, however, was told that they couldn't come in and that memberships could only be obtained during daytime hours with three full days required for processing.

When confronted about the disparity, Chriscoe said it had nothing to do with race.

"You guys are trying to make it out to be a racist thing and we're not racist at all," he said in 2001. "What we are is an extremely private club, and we hammer people on the dress code because we want to have a very upscale, nice environment."

The Office later released a statement saying their club was a "virtual melting pot of members."

"What we tell our door people is to not let anyone in that their wife or girlfriend would not feel comfortable standing next to at the bar," the statement said. "Is this discrimination? Possibly it is."

Fast forward to the early morning hours of June 17, 2012, when a 21-year-old graduate assistant at the University of North Carolina in Chapel Hill, claims he had a run-in with Chriscoe at The Downtown Sports Bar and Grill.

Jonathan Wall alleges that he and a friend went to the bar early Sunday morning and that they were initially told they couldn't go in because the bar required a membership.

Once inside, Wall says, he was quickly confronted by Chriscoe, the bar's general manager, who told him he had to "buy a drink or leave." Wall says there were no other black patrons in his vicinity.

When he explained that he was waiting for his friend to use the restroom, he says, Chriscoe put him in a headlock and forced him out of the bar.

"It was shock, more than anything," Wall said in a news conference Friday. "It was like one of those feelings, like, 'Is this really happening?'"

Wall said the experience was "demoralizing" and that it underscores the need for dialog about racial discrimination in the 21st century.

His allegations have sparked email and social media campaigns, and even prompted several other people to come forward saying they, too, were treated differently at the sports bar because of their race.

The bar issued a statement Friday, denying Wall's claims.

"Mr. Wall was not roughed up or improperly treated. Mr. Wall was not the subject of racial discrimination," the statement reads.

It continues, saying that Wall "took advantage of a crowded door situation" after being told he could not enter without being a member or the guest of a member.

William Potter, the bar's attorney, says that because of its liquor license, by law, the bar is a private club that limits access to members and their guests.

Plans for a protest at the bar Saturday night have been put on hold because of safety and security concerns due to the high number of people wanting to attend.

The state NAACP has gotten involved to help Wall's supporters organize a larger protest, possibly next weekend, with thousands of expected attendees.

WRAL News spoke with Chriscoe Friday, but he declined to comment on Wall's allegations. He referred all questions to Potter.

On literally dozens of occasions at bars all across this state, and certainly Glenwood South. I have watched as a black party in front of me in line was asked to prove memberships that I had never heard of, or restricted because of wearing t shirts or similar attire. I would walk right in after them, wearing similar outfit, but I guess because I'm white that was ok.

What saddens me the most about the wral comments, is the amount of people that actually think it is legal to be racist. They don't understand the civil rights act.

I also, did not think this place was a private club for members and their guests. Probably because of all of the food they serve.

Why did Hi-5 close? The last time I went in there, the majority was black people. They charged my friend (white guy) a 8% gratuity/upcharge because they said he was part of a party.
Not trying to derail the thread, just thought someone might know what happened there.

i've only been there a handful of times (not my choice, by the way) and was never told anything about a membership. probably because i'm white.

also, it was dirty and there was beer and broken glass all over the floor.

As for Hi-5 - the owner did not lose his lease. He renewed the lease and opened Draft in Hi-5's place. Hi-5 was becoming a bit dated and I'm sure they weren't clearing that much money with $5 food and cheap beers.

Then again, they may have been trying to clear how dark the place got on weekend nights...

the story about The Office is disturbing but that place did have a pretty strict dress code that was mostly enforced and they at least pretended to be generally selective about admittance

DTSB is a shithole that isn't generally selective about who enters

on any given night that place might be packed with sweaty rec sports teams in gym shorts

I've seen those blatantly racist dress code signs but have never personally seen that stuff enforced

I went to park in the lot behind the creamery last night, and there were a ton of folks outside smoking behind DTSB.

I hope they were the only folks in the bar, but I have a feeling a lot more people were inside

The issues that club owners face with regards to race would be solved if they would all stop discriminating. If nobody discriminated, then no one establishment would have to worry about becoming the "black club." And if you don't have to worry about that, then you don't have to discriminate with some unspoken quotas. Everybody could just go wherever they wanted to go.

^ That would be the formalistic refutation of claims we talked about on page 5 ITT. However, even if some hypothetical situation would be better for everyone, free market dynamics would predict that any given business would prefer to reject minorities if their perception was that letting them in eroded their bottom line.

I think my post demonstrates that I'm vaguely familiar with game theory.

These places are eventually going to have to figure out how to be cool...people love passing laws and slapping fines on things they don't like. And nobody really cares about the interests of night club owners.

I don't know that there is evidence that black guys scare away white women any more than other men. Cause all races of men are known to get out of line. Furthermore, it's difficult to identify what are legitimate complaints from women because the #1 pastime for ladies at the club is complaining about being hit on.

(I've always wanted to know if the foreign students ever get any action. Those poor guys get bashed continuously just for smiling at girls at the club.)


If anything, I suspect most black males may be slightly less likely to get out of line cause they don't want to get accosted by a bunch of drunken white knights over some miscommunication with a white woman.

^ incorrect. Hitting on girls is a natural past time for black males. That's their comparative advantage , they aren't scared to put it all out there.

White people are the ones standing nervously against the wall of the club.

Like ^^ referred to my previous post, the bottom line comes from the guys doing jager bombs on their daddies credit card. Guess which clientele has that kind of access and you'll quickly realize which demographic bar owners are after.

It's not so much a race thing as it is a socioeconomic thing. In a world without all these stupid alcohol laws a club owner could just charge a $30 cover to keep the riff raff out and hand them 10 drink tickets at the door.

And your previous post wasn't about white women getting hit on...it was about getting hit on with inappropriate remarks and grabbing to the point that it creeped out the girls. And that's just bullshit. All races of men are liable to do that, not just African American men. I mean, your premise has white guys slamming back jager bombs and being perfect gentlemen? Please.

At this point, what you're really saying is: "Some people with money are offended by the whites and blacks getting together, and blacks have less money so it's good for business to keep them out." If that's your argument, that's okay, I guess... But please don't pretend that there are gangs of black males going out and grabbing titties, and the white women get scared to go to the club.

In my opinion, a more appropriate argument is one of simple tipping points. If you get too many black people in the club, then it becomes the "black club," and white people stop coming. So, at that point, you're basically running a black club, and like you said, they tend to drink less, which isn't good for business. Plus, it's just weird to end up like that if you didn't initially set out to run a black gathering place or whatever.

(See, my argument is better. It gets to the same point, but it doesn't involve your weird discussion of interracial relations and black guys getting handsy or whatever.)

But, like I said, if nobody discriminated, then black people wouldn't have to overpatronize a single establishment. And businesses wouldn't have to worry about becoming the black place and losing all their affluent, white customers. Problem solved.

This is one of the most coherent things written here.

The problem with discrimination, the real problem, is that correlations do exist. For some reason I actually watched a little of this video lately

Bottom line is that even 100% PC people are screaming that we have a race problem. This guy takes the position that due to all the factors working against them, black folk start out life $100k behind the white guy when considering everything regarding kindergarten through finding a job. You can't really argue with that, white kids get a higher value education, have more supportive parents, and all that can be directly valued in the work marketplace. That's not even crediting for any actual discrimination. The real problem is that discrimination exists because of economic clustering. If the average white person literally has more money than the average black person (which is just plain true) then it's pretty easy for a business to justify targeting white people.

Discriminating based on money isn't hard and it's completely legal. You have to pay boatloads to walk onto the floor of the NYSE, and doing so is virtually the definition of economic access. Compared to that, getting upset about clubs is pretty dumb. Clubs are money holes, not money fountains.
