What if you arrested someone for DWI and in court when you were watching the dashcam video you could clearly see both brake lights illuminated and their lawyer gets the case dismissed. Wouldn't you feel dumb?

But, that is not what I stopped them for. The dash cam footage might shot the weaving, crossing the double yellow, etc. I would also testify to the stop. It's called investigative deception.

I seriously doubt ^ pulls people over in non-"good stop" scenarios

The dash cam video is out now. I can tell by the video republicans are going to say its the black guys fault he is dead for running, and also lying about his car registration.

can't an officer tell by running the vehicle plates if a vehicle has insurance or not? That would be reason enough for a stop, wouldn't it?

running from cops is not a good idea.

it should also not be punishable by death.

there's no need to say "well he shouldn't have been running" because who the fuck cares that's no reason to kill somebody. i mean, i get what you're saying. but it's a pointless argument that detracts from the real issue. no different than saying "BUT WHAT ABOUT BLACK ON BLACK CRIME"

He is running from a cop, yes.

But the cop has his identity, I assume that he has no major felony warrants out that should force the cop to either go after him, or use the force that he did. How hard would it be to let him go and get him later when he resurfaces.

Oh no that's not what I'm saying. When I say "good stop" I mean I doubt he pulls people over without a reason that will stand up in court. That's all.

There's always a reason to pull somebody over. There are fifty billion traffic/vehicle ordinances. And 100% of the country speeds.

that's my biggest issue with this whole event - not that the guy got shot, but what made the cop chase him in the first place when he's already got the guy's identification and car blocked in? He'd already seen the man was old and out of shape, so it wasn't like the man was going to get very far. The cop probably just wanted to run down the guy and shoot him with his taser for fun, but when the taser failed to work he escalated the situation.

My personal opinion is that they need to stop issuing tasers to cops or at least treat their use in a manner similar to how discharging a firearm is processed by a police force. When you provide police with extensive means to have the upper hand in a physical confrontation with limited repercussions for their use, everything will naturally start looking like a cause for physical confrontation. We place severe limitations on the use of police firearms, and pepper spray has its own limitations in that it tends to incapacitate both parties involved. Unfortunately, police forces tend to think of tasers as a means of enforcing complicit behavior instead of as a weapon.

You take the taser away from this cop, and he probably never takes off on foot.

Plus, based on the dashcam video, it looks like this altercation took place near a neighborhood. The officer shot 8 times, but only hit Scott 5. That means there were 3 stray bullets in a potential neighborhood that could have gotten someone else killed.

FFS, this guy needs to go.

I don't know if anybody made that point regarding the Mike Brown case, but I think that took place in a residential area as well.

In NC, yes. In other States, not necessarily.

Is there some confusion about traffic stops? In rare instances, I do not tell people what they are really being stopped for. This might be to further the investigation to get them to incriminate themselves (gather evidence of sight, smell, or speech) or because I didn't want them to know that they just sold to an undercover or I saw them make a hand-to-hand. This way they are relaxed and calm.

If I just marched up tot he window and said, "hey, you just sold to a cop..." they might run or fight. I'm trying to avoid that. Or if I say, "hey I stopped you because you are weaving/drifting/etc and I think you have been drinking..." do you think they are going to cooperative because they might get a DWI? For some odd reason, people will bigger knuckleheads over a DWI than dope charge, gun charge, etc.

Now, in 99% of the traffic stops, its introduction, I stopped you for this, did you know you were doing that or was there a reason for doing that?

This is a big pet peeve of mine. First, there are a lot of shitty shooters in law enforcement and that needs to stop. But conversely, hitting a moving human being while pumped full of adrenaline* =/= hitting a paper target in a static environment w/ perfect grip, stance, sight alignment, sight picture and trigger control. A lot of internet warriors say they are better shooters than LE. This is probably true. But, IDPA, static target work, etc is not the same. Trust me.

*This is in general. Not saying he should have murdered this dude.

How accurate is NC's system. How long does it take for the system to know your insurance has lapsed?

I would like to point out that if this cop actually planted a taser on the body, it doesn't really matter if it was a valid stop or not, that's enough to warrant a long jail sentence IMO.

If you have a 1 minute lapse in insurance, your tags will get revoked. You have to have continuous coverage. I'm pretty sure its updated every day.

For what it's worth...technically if he hadn't ran and just stayed in the car he'd still be alive. With that said, I can't see where running warranted being shot to death. It's not like the cops wouldn't have found him again had he gotten away.

To Restricted, I'm not arguing that cops should be better shots. Crack shots exist in our minds and on tv. I'm just going back to the decision to use deadly force in this case. On a fleeing suspect. In a neighborhood. With kids around most likely.

That may be how it's supposed to work, but it doesn't.

I got hit by a guy in Raleigh whose insurance had lapsed >6 months before the accident, but the cops who did the accident report/gave him a ticket had no idea because it was still in their system as insured. I found out when my insurance company contacted his and they were like "LOL we haven't insured that idiot in a long time". Thank God for uninsured motorist coverage. I called the officer who did the accident report and told them, and they had no idea, but said they'd bring it up in court.

I kept watching that Walmart video hoping someone would call in an airstrike. How can one family be so dysfunctional that they get into a brawl with 4 officers, and how can the parents just sit there and watch/encourage it?

Is this guy seriously not going to get charged?

And from the sound of it, they're allowed to carry tasers and guns around??? What the fuck?

Quote :
"Quoting Lewinski again, Clark said, "This is the slip and capture. Under time pressure to address a perceived threat, his intention to draw his Taser slipped off his agenda, so to speak, when it was captured and completed by a more well-rehearsed motor program. ... He was not conscious of this unfortunate switch until after the shot was fired. In his urgency, his concentration was focused exclusively on Harris' back, where he intended to place the Taser darts. Because of what's called 'inattentional blindness,' meaning that he wasn't consciously paying attention to and registering it, he wouldn't have been aware that the feel of the gun was different from that of the Taser. And in this case the weight of the gun and Taser are nearly identical."

Clark was emphatic that Bates had done nothing criminally wrong and went so far as to say the reserve deputy was a victim.

"Reserve Deputy Bates did not commit a crime. Reserve Deputy Bates was a victim, a true victim of slip and capture," he said. "There's no other determination I could come to.""

Quote :
"Clark defended the officer's language, saying the deputy experienced auditory exclusion, never heard the gunshot and thought the suspect was out of breath from running. "

Fucking bullshit.

So now you can claim that you pulled your gun, thinking it was a taser, and that is a successful defense? BS.

That should terrify every American that has ever been pulled over. Or has ever given a cop a reason to pull them over, such as speeding.

^^^^^that Huffington post article is such bullshit;, It's a thought experiment drummed up by the same media that reports the garbage news this article is complaining about.

I find it hard to find sympathy for this Walter Scott incident. Deadbeat dad doesn't bother to pay for car insurance or child support but can buy a flashy car, runs from the cops when he gets arrested, and gets murdered by some jackass cop that thought he was above the law. Now his kids will probably get all of their unpaid child support and then some courtesy of the state of South Carolina, an uninsured motorist is off the highway, and this dumbass cop will get to spend life in prison. Kinda seems like a win-win to me.

Saw this posted from one of my police friends on facebook. Not sure how much BS is in the actual blog, or whatever it is, but it claims that after enhancing the video, you can see taser darts lodged into the cop.

Disclaimer - it's obviously slanted, but I just clicked on the link, I didn't go looking for this.

In terms of the Tulsa "accidental" shooting *cough*murder*cough*, slip and capture was the same excuse they used for the murder of Oscar Grant. I don't believe for a second they didn't know he was shot. They heard it, and the blood pouring should have been a clue. Oh, and the "reserve deputy" stated he shot him immediately.

As for the Wal-Mart fight, I have no doubt if it were a black family the cops would have drawn their guns a lot quicker.
