The meeting wasn't announced until less than an hour before it began. Many of the lawmakers who serve on the committee weren't able to make it there. And during debate over the bill it became clear that at least some lawmakers hadn't read the latest version of the bill, which had been rewritten just prior to the meeting.

That newly rewritten version of the bill was emailed to the lawmakers who serve on the committee just four minutes before the meeting began.

The legislature has chosen to give itself very few rules for transparency and notice. Tuesday's meeting violated even the barebones rules that do exist.

However, there are also no consequences for state lawmakers when they break their self-imposed rules -— something that Rep. Allison Dahle, D-Wake, noted at the start of Tuesday's meeting.

"I want it on the record that this is not how business should proceed," said Dahle, who serves as vice chair of the committee. "This is not how government should proceed, and I am offended. I think my other colleagues are offended as well.""
