that's probably part of it, but they've been talking about balancing the books for a while, and that was always his plan even before the FIFA Fair Play rules came about.I would imagine that balancing the books would come natural to him because he didn't get handed his oil empire like the Mansours did. He had to build his from the ground up, and had to make make hard decisions to get there, whereas they were pretty much born into ownership of a money-printing factory.It's also why you haven't seen Chelsea still dropping stupid money for any and everything they can - even when they were buying their way to the title, they still made sound investments, and they never ever ever overpaid players. Roman knows the value of a dollar (pound), whereas the Mansours have absolutely no grasp on the idea of not overpaying.
