In this instance, we didn't even need more, just enforce the ones we had. The leverage ratios in place worked for decades. The concept of giving money to someone that can repay it has worked since Og loaned eggshells to Ug in exchange for berries. moron, Obama did not give his interview with Papa Bear until AFTER he was nominated. Also, during that interview he refused to answer several direct questions, such as his stance on how seriously he takes the threat of a nuclear Iran.
