So this whole modernization thing talked about in the media lately is a bit misleading. The FAA has actually been modernizing the system for at least the past 15 years. There is a widespread effort, albeit slow**, to upgrade the system called Nextgen https://www.faa.gov/nextgen I have supported several of these programs.

The FAA is an extremely political orgsnization that is chronically under funded. Speaking of air traffic controllers, the FAA never really recovered their staffing levels from when Reagan fired everyone in the 80's. Additionally, the controllers that ARE there have to do more with less in the increasingly complex airspace that is the NAS.


** Development of new systems has to be slow, because safety is paramount.
