Are uniformed officers prohibited or asked not to patronize certain establishments when in uniform. Obviously I would assume it would be frowned upon to be tipping strippers at the titty bar but what about the ABC store? In all my trips to the ABC store I have never seen a uniformed officer purchasing liquor. Not that I would assume that they would do it while on duty but on the way home from a shift or something. Buying alcohol in uniform would be violate common sense and most every agencies policies. I have done it (not in uniform), but gun and badge exposed and driving a police car. That being said, it was for a school I was attending.

^^holy shit. i can see how he might have perceived a threat when he reached in his car so abruptly/quickly, and i can even see that he might have been inclined to draw his weapon, but to fire at him when he made no aggressive motion after coming back out of the car? and then to keep firing when his hands were straight up in the air? seems criminal to me, but i don't have a law enforcement background.

I can understand drawing one's weapon, but the guy didn't gesture aggressively, nor was he holding what could be perceived as a weapon. I don't understand firing multiple shots. I'm glad dude is alive. I try to remember on the few occasions that I'm pulled over to already have all my documents at hand and to keep my hands in plain sight, so I can't in anyway be thought to be reaching for something. I knew a girl that would narrate what she was doing, "My registration is in my glove box. I'm going to reach for it now, ok?"

^^seemed like 4 times.Didn't seem too awkward to me how he turned around. The cop asks for a license, the guy kind of bobs his head like he is trying to comply very promptly, then turns around to get his stuff, and the cop almost immediately starts shooting.It's not how I would have reacted, but the guy was really nervous, he's black in SC, and just got pulled over, he seemed to be over compensating for trying to seem compliant.

It was definitely a spastic movement to turn around, but to me, it was spastic in the sense of "Oh, he needs my license, I better get that as fast as possible" and he's shaky from adrenaline pumping from being pulled over. (I know I get that way).Then again, I see that in hindsight, and the cop doesn't have the benefit of hindsight. Definitely feel bad for the victim though, especially when he asked "What did I do?"

^Yeah that's how saw it as well. A little panicked from being stopped (looks like he didn't even realize a cop was there so he was probably especially surprised) and just trying to comply quickly.

I will give the cop credit for immediately realizing he fucked up, checking on the guy, and calling for medical help. Only he knows why he did it, but by the audio he does sound legitimately scared, even if for nothing. We have seen many cops in that situation busy working on a cover up, yelling stop resisting at the victim to make it more dramatic, and figuring how to fuck up/delete their dash cam.

^^I would kinda, maybe agree with you if the cop hadn't fired like 4 or 5 shots. If the cop thought he saw something or somehow felt threatened and drew his weapon, maybe even fired a shot or two, before realizing this guy wasn't a threat...sure. But he fired what sounds like maybe 4 shots even with the victim backing away asking him to stop and showing he's not armed.[Edited on September 25, 2014 at 4:18 PM. How long did Sheriff Donnie Harrison allow deputies to falsify felony incident reports in wake county? From 2002 until 2010 deputies were allowed to falsify incident reports in relation to all felony arrests. SCOTUS has ruled that even if a cop falsifies statements on paper or reports it cannot be used against them because the cop is always given the benefit of the doubt for telling the truth. From 2002 through 2010 Donnie Harrison would allow deputies to falsify felony incident reports and then district attorney Colon Willoughby would make plea deals knowing that deputies were allowed to falsify said incident reports.Donnie received a complaint regarding deputy misconduct and used internal affairs to cover up this conduct by determining it was a policy failure. Apparently there was not a policy in place requiring deputies to be truthful and preventing them from making knowingly false statements on incident reports so this was acceptable conduct. Any idea on how many thousand plea deals were made from falsified incident reports?
