thats a problem here, too.still the fact remains, "software engineering" is a nebulous concept and has no body to enforce standards or even present a set of agreed-upon qualifications. any bloke off the street can call himself a software engineer. if he has the technical ability to program in the language being sought, and can talk the talk in an interview, he will get hired.this is generally not the case for EE, CPE, ME, etc.
