obviously not hard enough. and this problem should have never happened. they KNOW how many people go to this school, thus they have a very good idea how many people could be accessing the site at the same time (unlike a store website, etc, where traffic issues are harder to prevent, though it is possible). There's no excuse for "traffic volume" related problems. The solution is simple, have the capacity required for your school size, it's that simple.
