1 year before i came to college. so i didnt get to experience that..but the next couple years had some crazy snow/ice storms come through

If the air temperature around ground level is higher than freezing, falling snow will tend to fairly quickly bring it to freezing but not less. This is especially true if you accumulate any kind of slushy coverage. The ice-water mixture will tend to hold ground level air temperatures at freezing as long as both phases are present. Since the phase change energy of water is fairly large compared to the specific heat of air, energy that would go into warming air at ground level tends to go into melting ice crystals instead while a lot of energy must be transported out of the ice-liquid mixture before it will be fully frozen and support temperatures before freezing. It's somewhat similar to a saturated liquid-gas mixture you might look at in thermodynamics.

Obviously this doesn't hold true if either or both the air temperature over 2m and the ground temperature are significantly (+/- 5 F roughly) above or below the freezing point. Anyways, mixed precipitation will tend to bring the temperature towards freezing from either direction.
