like i said, there are some assholes that do unwarranted stuff. the large majority are just doing their job/what they're told though.

also, you never know... a superior may have told those wilmington officers to issue a citation. or, maybe they just decided to be dicks. the point is you don't know.

if you want things to change, bitching and complaining at and about regular officers isn't going to do anything.
