You can't simply privatize charity. First of all, everyone would assume that everyone else is doing their part so they'd slack when it came to charity. Secondly, not helping the poor has unforseen long-term consequences that the public is ignorant about--medical, crime, whatever. Giving the public choice when it comes to charity in terms of welfare is a horrible idea.

That being said, I hope this guy falls on a knife.
