Someone please give me a really quick rundown on creating an effective webpage (student org)

ours is straight out of 99, and the only other webpage I've done was in some very strict guidelines for a course

More layout and organization than coding. I'll play around in dreamweaver some, and see if that ends up being less painful than doing HTML

Algerian, fancy, italicized, and underlined.
