the safety was really, really close to being an incomplete pass

i think if the throw (it was a chest pass) had fallen to the ground instead of bouncing off a colt they rule it incomplete

close call though because he got jacked up at the exact moment he was starting to throw

^if it was ruled a forward pass and 27 wasn't eligible at the snap, then yes. It would have been a spot foul and loss of down.
