He's taking advantage of both at the same time: Saying "I alone can fix it" while also ramping up hatred for his political opponents, linking them to the problems that he's saying he will fix.

That way, they'll think it was a necessary step when he excludes his political opponents from it all, as he tells them everything is being fixed!

They’ve suddenly closed the airspace above El Paso Texas for 10 days, grounding all flights, wtf we think is going on there? The prevalent theories I’ve seen so far are that we may be attacking cartels in Juarez directly across the border, or mass relocation of immigrants in detention to a new concentration camp there

I figured it was something terrorist related. Like someone was going to try to blow up a plane or something. Attacks into Mexico or something immigration related makes more sense though

Just looked again and the ban on flights has already been lifted. Maybe did it to strong arm mexico into doing what we wanted? We make announcement, they realize we aren't bluffing about whatever it is we wanted, and they agree to take action, so we call off the airspace closure?
