I think the entire thing was a smokescreen to resign in an attempt to stop the report from releasing

No. Or at least not officially / publicly. The Justice Department declined to press charges on their own investigation. The House Ethics Committee and investigation were just wrapping up. No telling how much US taxpayers have wasted on this clown.
