Upon further Googling, seems like that idea is actually bunk. It's still more likely to be the Zika virus.

A journalist acquaintance on the west coast that covers this stuff seems to think those actions are being pushed by anti-Monsanto econuts in the region. Yes they are a big part of the problem. Hard to undo misinformation, spreads like weed. Spending a lot of money in the PR department to try and undo, not sure if it's working. Most people don't understand the distinction between GMO and organic, yet they think they are well informed.

I dunno.They didn't report that the larvicide causes microcephaly.They reported that some guys were worried that the larvicide might cause microcephaly, which is accurate.It's not misinformation.
