This doesn't necessarily approve of what will and will not be able to be written off though, for example pensions and other debt.Still, as a city worker who is now retired or nearing retirement.... That has to be a mindfuck. yeah...uhhh, hope you weren't planning on retiring on that pension plan. Cause I haven't decided if I'm going to pay you yet.

This really does have implications for all cities or institutions in financial trouble, especially those with defined benefit retirement plans. In this case, the court is clearly picking winners and losers.
