Actually, page two should have HockeyRoman explain how any of this can be blamed on the Republicans.Had the FY11 budget been submitted/passed at all (in 2010 when the Democrats still controlled the Executive and Legislative branches), we wouldn't be discussing this.

^You do realize the the GOP would not let anything through the Senate last year? Even with 60 votes (they did not have 60 for all that long, went down to 59), the dems have some conversative members. All it takes is one of them to say no and it is filibustered to death by the GOP...all the GOP needs is 40 to filibuster anything. In order to pass anything last year, the dems had to have 60 votes to get through the GOP filibusters. Heck, the health are reform bill would not of been passed had the dems put it through the normal way. The reason it was passed is because of a procedural move that is not subject to filibusters. Some people think "oh, the dems were in control, they could do anything" and that is misguided when the minority (in the Senate) has lots of power to deny any bill from coming up for a vote. Like I said, Obamacare passed the senate under different rules, if it went the normal way, it would of been filibustered to death...you should google it.....learn something...Also, stop blaming the dems, GOP controls one out of the three, they arent going to get everything they want....just not going to happen. As someone who isn't getting paid, I blame both parties. While I have enough money to last for a long time, I got buddies downrange who don't need to be worrying about their families being able to eat. Obama promised a blanket veto on anything GOP from the House that falls short of his expectations, and the first thing they submitted to him was exactly that which did not meet his expectations. This is a problem that is going to continue coming up. Ideally, politicians would take an objective look at the budget and make some tough decisions based on long-term considerations. That's unlikely to happen. Almost all politicians would rather run perpetual deficits and have the "next guy" worry about the fallout.What budget would have Democrats accepted? One without riders but with substantial cuts? No. When the cuts themselves are being referred to as "riders," there's a problem. Even with this being called a "Republican victory," it's not. The cuts are paltry compared to what needs to be done. Very few Americans are attuned to the budget crisis the U.S. government faces. It's what I would refer to as normalcy bias. Government workers and military personnel, at some point, will have to accept that their job security is not as great as it has always been portrayed, because their wages are funded through treasury bonds that will continue to mature, which means the government will have to make the decision to sell more bonds to cover the maturity, or have the Fed create money.I like Rand Paul's suggestion, though: while in an "emergency budget" situation like this, all salary payments to Congress and the White House should be suspended, with no ability to collect back pay retroactively.

I don't really care all that much, Duke, but in general it's the slippery slope to the erosion of good order, discipline, and excellency in performance. Something as arcane as having to split a deposit into two payments is ridiculous at our level of computing. When something is as inordinately complex and convoluted as programs such as Defense Finance and Account Services and Pentagon Supply Requisition, they usually just smell of abuse of the system. We've become too reliant on the black box theory of two deposits just because they said so. Nobody presses for the excellence of just keeping a program consistent and effective. I see the "two deposit" suggestion as a weak counter-political stunt at best conducted by bureaucrats interested in keeping technocracy bloated.
