If it's a bunch of dumbass college kids having a keg party, call the cops.

If they seem like decent people, tell them to keep it down. Or go hang with them.

what kind of dumbass sets off fireworks in a residential neighborhood anyway? If you don't have enough property to set them off without potentially starting a fire, then don't buy fireworks in the first place.

just talk to them. They are assuming that if no one complains, no one has a problem with it.

I've tried the "go over and talk to them method" 3 times since I graduated, and it hasn't worked for me yet:

-someone holding a plastic keg cup on the porch said "oh its not my party, but I'll let them know". No change, called the cops.
-same house, different party: "Its the weeeekand man! Go somewhere and have fun" "No, I'd rather sleep, its 1am, just turn it down" "Fine". Music wasn't turned down, called cops. Next morning found lots of party trash on my lawn
-new neighborhood, this time its the next apartment over: "John's in charge, but I don't know where he is. If you wanna find him, he's wearing a green shirt and has a tatoo on his arm". Fuck if I'm roaming through this party in my PJs to find John in the green shirt. Called the cops.

Also, every time I've been at a party and someone came over to ask us to turn the music down, the prevailing sentiment has been "Fuck that guy, turn it UP! If he calls the cops, we'll kick his ass/trash his shit"

By that time of night i'm oblivious to the world. I go to bed most of the time between 8 and 9. I get annoyed with one neighbor, but his annoyances are before 9, so I really can't say that much to him. I have, however: filed some complaints about other little nit picky shit. Makes me feel a little better about everything...
