^^ He actually has limited power in both of those too. Think about it, unless congress authorizes military action, he cannot take it unilaterally and if they oppose it they can cut funding. He cannot make treaties without the advice and consent of the legislative branch either.The biggest power he has is the ability to issue executive orders on how law is interpreted / executed.OTOH, he has indirect power as the holder of the bully pulpit. President Obama just hasn't used it to it's fullest extent during his presidency so far.

but in our current climate, the congress is far more willing to cede power/judgment in military and foreign matters to the executive.for instance: when was the last time the congress cut money for our military during a war?or prosecuted the executive for crimes committed in the name of national security for that matter?[Edited on February 6, 2010 at 4:23 PM.
