I'd love to hear more about NCWISE's genesis, if anyone has any stories.I've always given DPI the benefit of the doubt and assumed the program was so wretched because of bureaucracy and whatnot, rather than total incompetence.

Having been a contractor for DPI in the main hq, it is a really weird space. Actually I was pretty impressed with how well things ran given the Massive constraints they are under. Most of DPI has almost zero budget, and there are huge amounts of pressure to offload any and all IT development to private contracts. Because of this, you get a lot of leeches. Really shitty flybynight companies who know how the rfp process works and bid for the job, then do the absolute minimum to get paid.Most of the people I worked with were actually very bright, knowledgable and thoughtful folks. But when it takes 9 months to approve work that takes 3 hours to do, you know you're in a bit of a twilight zone. A lot of the shit we had to deal with was because of the taxpayers transparency demands. When you have to trace every damn thing you do, it's slows shit to a crawl and makes everything massively more expensive.
