No one in the state legislature is fighting for the hookah bars. The Dems wanted smoking out of restaurants and were too stupid to think about business repercussions like to hookah bars. The republicans who fought it are too culturally biased to be concerned about anything outside of their country clubs and fancy-shmancy cigar bars. Who wants to be the person who 1) supposedly supports the spread of cancer and 2) wants college students to have an open gateway to marijuana?

(obviously both 1 and 2 are bullshit but you know there are politicians using them and that there are people stupid enough to listen to them)
