Cops don't determine liability in a traffic collision. Depending on how you look at it, "responsibility" is different. The cop determining what was illegal and the insurance company determining who was liable is different.

cops determine what "contributed" to the collision though. like if you failed to reduce speed to avoid an collision AKA rear end someone
