0.08 is just a line in the sand; some people could drive safely at twice that amount, and some people can't drive safely period--people like the idea of cracking down on people that get dwi's, but the fact is that not everyone deserves it. they're not all criminals or alcoholics; they're mostly just normal people

i don't know where it is right now but i will look for it. there was a 2003(?) DOT study that stated alcohol related deaths and accidents had not fallen due to the reduction to the .08 standard instead of a .1, and that the only notable difference was an increase in arrests had taken place.
