5^ Well he did appoint the person who was in charge of FEMA who had no emergency management experience. Bush was so concerned about getting his political cronies into office, he didn't even take the time to find a suitable person to head our country's emergency management. Political appointees were intended to allow the president to quickly put the most qualified person to head an agency. Instead it has become a farce, where campaign donators and political cronies are appointed, regardless of experience.I personally think it is an impeachable offense to appoint someone with no experience to be head of an agency tasked with saving lives and disaster response. People probably died because the Micheal Brown had absolutely no experience in emergency management, and the agency could not do anything until he got his head out of his ass and let the people do their job. So yes, I indirectly blame Bush for the Katrina response. "So, you gave $200,000 to my reelection campaign? I'll make you in charge of the EPA!" Nepotism has existed for centuries. Usually you make someone the Ambassador to New Guinea or Malta or something unimportant. You don't make them the head of a cabinet level agency. I don't think any president has done to this extent. It equates to the outright purchasing of government. You can buy yourself into a position in which you can interfere with an agency's administrative actions and shape policy that is not in the public interest.
