Just make up a story for the guy. It's the Technician, you think they do fact checking?

My roommate was holding open the door to our building for his sister last October while holding a beer. A cop walked past and gave him a ticket for having an open container, even though he only had one foot outside of the building on the stoop.

He goes to court 2 months later and explains it to a constable, the constable laughs and is pretty understanding and tells him to do 20 hours of community service comeback at some point in February and he'll have it dismissed.

The next day the same cop who wrote him the citation called him and told him that he had a fugitive arrest warrant out for him because he didn't come to court.
