AFAIK the FBI has only said they start with a presumption that it's terrorism as they do with most active shooter investigations but had not yet identified a motive. i don't think they have identified a motive in the pearl harbor shooting either

The shooter posted a short manifesto online, I believe to Twitter, where he basically went right down the checklist of grievances and motivations common to radical Islamists, complete with a quote from ObL. There is some other more interpersonal stuff, but of note to me, that didn’t seem to influence where his attack was targeted—he went out of his way to choose a location with more people.He also hosted a dinner the night before where he and his buddies watched mass shooting videos, and then a couple of his friends (from one report I saw, a couple of the same ones from the night before) filmed the attack.I don’t really want to go further than that in a public forum. I am very, very closely, umm, adjacent to this investigation. I mean REALLY close. Read the news, though...I was adamant when we first learned it was a Saudi that we shouldn’t jump to the terrorism conclusion—but it’s clear now that’s what it was.

And it's a pretty fine line for what constitutes "terrorism". It's using violence and intimidation, particularly against civilians, for "political" purposes, but it could be argued that most mass shooters are doing it for some reason that could be construed to be "political".[Edited on December 10, 2019 at 2:10 PM. that probably didn't help...but that was >6 months ago, and it would not have been difficult for him to shoot the guy who called him that. In fact, he went out of his way to shoot up somewhere else.________I'm defining "terrorism" as primarily ideologically or politically motivated--and basically all indications we have are that's what this was.(not because he watched mass shooting vids, for exactly the reason you stated).[Edited on December 10, 2019 at 10:54 PM. Shooting determined to be terrorism, and motivated by jihadist ideology.21 Saudis (out of the ~850 training in the US) sent home, with the reasons being anti-American material/internet activity, child porn, and possibly other "un-officerlike qualities." 12 of those were from Pensacola (all of the Saudis here), although apparently none of them were complicit in the attack. 15/21 had child porn found on their computers.I was scheduled to be in the same room with the shooter that morning in the simulator building. He was supposed to be with one of my co-workers in another simulator.^^^ the grounded them all until they could investigate and see what was going on, as it seemed very plausible, maybe even likely, based on what we knew early on, that other students were involved or at least aware.[Edited on January 16, 2020 at 9:47 PM. I read it “didn’t meet federal thresholds for prosecution.” I read that some were recalled by the Saudis for unofficer-like qualities, not necessarily forced out by us—albeit with assurances that we could recall them for prosecution if further information was discovered.
