I would argue that the Mark 41 Vertical Launch System could easily down a ship equipped with 4 CIWS Phalanx cannons on the basis that one CIWS continues fire until it can discern destruction, which usually takes one half of the magazine. There is a reason that the CIWS is marked for its inability to protect ships from new threats, it's the fact that there's too many threats in a cold war. Theresfore...
