Here's the problem with that: putting the puck over the glass is much easier and less dangerous than icing the puck.When you make a clearing attempt (and I'll use a defenseman in this example), there's plenty of chance for the opposition to intercept the clear, particular at the points, and send in a shot through traffic with only one d-man back at the house. A clear over the glass, on the other hand, provides the opposition no chance to retrieve the puck or make a play to waive the icing (as someone like Brodeur might do, to try to catch the offending team in a change). Therefore, the minor penalty for clearing over the glass suits the difference in ill-gotten relief for the offending team in respect to icing the puck.It's been a goaltender penalty for ages, and I don't see what's so different about the offender being a regular skater. The reason it's been a goaltender penalty is that the league felt that any time a goalie cleared the puck over the glass, it's much more likely to be intentional, but the only two penalties of that nature I can remember (once with both Olie and Beezer) were clearly unintentional. No one's going to take a penalty on purpose unless it's going to prevent a clear scoring chance, and these certainly don't do that, so I think the argument that you're calling penalties on unintentional plays that just went a bit awry is bunk.

He's the best combination of a blocking and desperation goalie in the league. He makes the most saves that he should AND the most saves he shouldn't. He doesn't have the best numbers, obviously, but he's always been on horrible teams. One would have thought that the blockbuster trade Vancouver made to get him this summer WAS a "good" team picking him up, but Vancouver hasn't been able to buy a goal, and the only reason they are anywhere even remotely close to a playoff spot is Luongo. Not to mention, this isn't baseball where a handful of elite teams grab up all of the elite players. If a team like Detroit had $6 million under the salary cap to spare plus a superstar player to give up in a trade, then maybe Luongo would be there.

The other thing is, most of the elite teams in the league already have excellent goalies. Unlike baseball, where you can never have too many superstar pitchers, there's not room for two bonafide #1 goalies on a hockey team. That's why, near the deadline, you'll very likely see one each of Toskala/Nabokov and Giguere/Bryzgalov (as well as Biron) moved for scoring or defensive support. Would the Thrashers like to have Luongo? Sure. But they're not going to give up a ton of cap room and Marian Hossa just to get him when they already have Kari Lehtonen.
