For purposes of simplicity and expediency, your ammendment is being voted on separately on its own 48-hour clock, as a result of an objection being made to the vagueness of terminology.However, a clarification has subsequently been put forth and seconded by "yea" vote from the German delegation, and no further objection has been made either to the clarification or to the amendment itself. As a result, pending objection from the floor, the chair will invoke TWWUN R05, "Powers and Duties of the Secretary General," and enact the following bylaws for voting procedure:"Clarification of terms and concepts included in resolutions, floor motions, and other actions of the TWWUN shall be at the discretion of their delegate of original delegate in such instances as reasonably necessary. It shall be unnecessary for these to be attached to the original document, and shall be considered implied parts thereof.""Amendments to resolutions and other acts of the TWWUN, having been made with reasonable opportunity for objection, and having received none which are sustained, be considered automatic addendums to the original resolution."---Of course, "reasonable opportunity for objection" is rather discretionary, but in general the idea is that you can't propose an amendment thirty minutes before the deadline and have it automatically included because nobody had a chance to object. I am leaving it at the discretion of the Secretary General because he is automatically required to act in a manner "not contrary to the ideals of the TWWUN," meaning that if the SG let someone get away with that nonsense he would immediately be a candidate for a "vote of no confidence" and the subsequent overruling of whatever just passed.It's basically the only mechanism I can come up with that doesn't create multiple different conflicting timeframes for votes and amendments and the whole lot.---In short, A01 has been passed, without objection, due to a clarification of the terms involved. At this point there are no resolutions being considered on the floor.---Lastly, the position of Director of Membership is now open. Its description can be found on page 8 and I will dig it up again in a while, but at any rate, the Secretary General is looking for someone to fill the slot and will accept the first competent applicant. in a last ditch effort to spur conflict and discussion, Djibouti would like to proprose guidelines for countries regarding citizenship. Citizenship could be granted by a nation to individuals. The exact terms of that citizenship are subject to the nation (rights, obligations, laws, whether dual citizenship is allowed, voting) however there are some features inherintly defined:In times of war citizens can carry out attacks, sabotage, flamming and trolling against warring citizens without fear of war crimes as long as they abide by international guidlines, even outside of this thread.Citizens can be tried and punished for treason and other high crimes against their own nation.Citizens actions reflect on their nation, and may cause international incidents, however they may not declare war directly. Covert citizenship, illegal multiple citizenship, and privateering will be subject to punishment.This is intended to spread the influence of the UN out into the greater wolf webs and internetz and to develop factions.
