I'm very interested in the "Modernizing America's Water Resource Management and Water Infrastructure" EO. I don't really know what the EO does. Since you seem to have a lot of time on your hands, can you summarize what this EO does?

Most of them are vague nonsense that basically means "agency x has more power" so it really depends more on who's in charge than the EO itself.

Yeah, I remember one I looked at a little closer a while back basically did the opposite of what its title seemed to imply. It's my understanding that many of them really didn't do much at all, except as you day, give additional powers to different agencies, often ones with conflicting agendas. Or create committees/cabinets headed by Trump lackeys.
