Just because I'm unsure of how strictly this is actually enforced...If you're sitting in the atrium having a conversation over a chicken sandwich and start talking to the other person about Jesus, Muhammad, Buddha, etc and that person gets butthurt, can they turn you in for violating this rule/not having a permit? Or does this only apply to organized groups and distribution of material?

You get a permit if you'll be taking up space in the Brickyard or some other major space on campus to talk to people about whatever or distributing something. The Student Wolfpack Club always has to get a permit to be on the Brickyard for t-shirt pick up and signing people up.

I'm a huge free speech advocate and while I loathe the whole permitting thing due to the potential for a chilling effect, especially for student groups, the University doesn't seem to actually be doing anything inconsistent with legal precedent or policy. As long as they aren't denying permits or selectively enforcing this I can't imagine the lawsuit will be successful.I'm also guessing they contacted the group based on student complaints as opposed to just deciding out of the blue to "persecute" them. It's a public university, it's open to the public as far as I know, but if you want to hold rallies or take up significant space you're going to need a permit just about anywhere and everywhere.

Yep. The only time anyone really asks if you have a permit is if you're taking up a big space, causing a large crowd, or being annoying/hostile to people.It's basically know that if you apply for a permit, you'll get one as long as the location isn't overburdened already when you request the permit. You just have to apply for the permit.
