Usually both people are online gamers, and Person B is streaming on Twitch. The goal is to get the raid to occur while the gamer is streaming live. It's also been done to bloggers, politicians, activists, and celebrities. The Swatter uses online and 3rd party tools to fool the 911 system into thinking the call is originating from the victims house, making it difficult to find the Swatter and beat the ever loving shit out of them arrest them.
