this is an excuse to get rid of people at the top that he didn't appoint and put his own lackeys in their place.

This is a rather complicated issue that can be viewed two ways, depending on whether or not you're a supporter of President Park. If you're not a supporter, then this is nothing more than deck reshuffling, either something quickly done to pacify an angry public or more cynically an attempt to scatter people and documents so a more thorough investigation cannot be undertaken. However, you can make a case that this is a bold move: you put inspection and licensing under the National Police, which will hopefully reduce corruption and increase accountability.

I tend to lean toward a combination of calming the public and increasing accountability. Nothing of it smacks of any truly nefarious on the surface. We shall see.
