It's some sort of clip that holds the washer fluid hose to the nozzle sprayer, but I dunno what the hell it's called. Folks at the local auto parts store couldn't help me find a replacement.

I think that's the washer jet itself. Dealership part. Or Phantasm if you have been thinking to yourself, "I sure do wish my washer jets had LEDs."
