I've had this happen before. I think part of it is the paper cups, but also i think some are better than others at making fresh tea. The bojangles near my mom's house has excellent tea 99.3 percent of the time.

Bojangles must make their tea 2 days in advance and leave it in a hot closet. It always tastes old and stale. It's not as bad as Aunt Bertie's "tea" from a syrup concentrate though. That stuff is awful.
