Have you already tried the phone apps? Not sure how local you are talking but they should at least get you Raleigh/Durham and maybe Cary.

you can't really listen to a conversation with those because they are jumping around scanning so much, you don't have any control of the scanner supplying the feed

Yeah, I love my phone app, but dtownral nailed it. Hard to follow a conversation.
