Hello, thank you for calling Dell Technical Support, I am John and will be happy to help you today. First, let's start with a few simple checks to make sure everything is connected and operating correctly. There should be a black cord going from the wall to the back of your computer, do you see that cord and is it plugged in on both sides? If so, do you know if the outlet that your computer is plugged into is working? Try testing it with another device.

In the meantime, if you have another computer available, open the old Dell, remove the hard drive, and use a USB-to-IDE/SATA connector to connect it to the working computer as an external so you can pull off anything that you need.
