am i off in looking for this with these specs? if i just got a waterproof PVC enclosure, would the relevant phone/cable/internet companies put their own connections into it?

if you're talking about the external part it might be best to call the phone/cable co and see what their specs are or if they'll install it themselves

The telecom company in your area is typically responsible for getting services to your building (aka demarcation point).
