Can connect to networks but i can't connect to the internet via any network

I know its not a computer issue b/c the same issue occurs when i connect to the networks on another computer

1 of the networks is my house's secured network and the other is an unsecured neighbors network

Can't reset the modem or router right now cause they're in my roommates room and its 3am right now, but will the to reset both in the morning

However, if its a router/modem issue, why would the problem occur on both networks?

Try first to ping the router/modem (often its 192.168.1.1), or even another device on the network. Then try to ping something outside like Google's DNS - 8.8.8.8
If both of those work, but pinging http://www.google.com doesn't, then you have a problem with DNS set up. Add 8.8.8.8 and 8.8.4.4 as your DNS servers on your PC and try again.

Dunno what was going on, but hopped on the laptop before resetting the modem or router & the computer was able to connect to the net again

All I can think is that there was some kind of problem on TWC's end
